Project
When did voters approve the Capital Project?
In May 2007, along with the proposed 2007-08 school budget, voters in the
HF-L community approved a Capital Project that was proposed as two separate
propositions. Separating the project into two separate propositions was
done to maximize the aidable portion of the project as a whole.
What does the Capital Project include?
The
project provides for the immediate repair and maintenance to preserve and
improve safety, security, health and energy efficiency,
including:
Roof repair at the Middle School (completed summer
2007) Replacement of doors and windows Installation of
security cameras Accessibility updates to buildings to comply with
Americans with Disabilities Act (ADA) regulations Plumbing and
electrical upgrades Fire alarm and PA system
upgrades Improved efficiency of heating and
ventilation Additional air conditioning in the Lima Primary, Manor and
High School buildings Improved efficiency of food service coolers and
freezers Technology infrastructure upgrades Replacement of
the existing phone system Bleacher replacement and gym floor
refinishing at the Middle School Replacement of the A-Gym floor at the
High School Floor and ceiling tile replacement in all four school
buildings Tennis court refurbishment Boiler replacement and
roof top units to increase the efficiency of heating and cooling
How much is the Capital Project costing
taxpayers?
Nothing. The Capital Project did not impact taxes due
to the availability of Building aid, special one-time State EXCEL aid and the
utilization of Capital Reserve Funds. EXCEL aid was made available due to
State legislative action that resulted from the New York State Supreme Court
ruling in favor of the Campaign for Fiscal Equity (CFE) movement, which
challenged the States educational funding formulas. The settlement provided
set-aside funding for schools to improve facilities. All public schools in
New York were allocated EXCEL aid for projects meeting established criteria
planned during the timeframe in which the funds were available. The amount of
funding each district was eligible for was computed by a formula that considered
school enrollment and the districts eligibility level for regular Building aid,
which is 96% at HF-L the highest ever. The additional EXCEL aid of
$844,091 the District received and the utilization of Capital Reserve Funds
permitted the District to complete the project with no impact on taxes and no
cost to taxpayers.
