2021-22 School Budget Vote & Board Member Election Results

Thank you to all who voted today in HF-L! “It has taken a herculean effort from staff, students, families, and the community to keep school open during the past school year”, said Superintendent Gene Mancuso. “I remain so grateful to the entire community for supporting every student, every day ” The District is looking forward to returning all students to school for in-person learning this fall.  For proposition one, for the 2021-22 school budget, the vote was 646 for, and 316 against. For proposition two, the purchase of school buses, the vote was 652 for, and 313 against.

Congratulations to the three community residents who were elected to the school board. The vote totals for school board elections were: Carol Bellavia with 654 votes, Christopher Neff with 642 votes, Kelli Eberle with 533 votes, and David Goldfarb with 469 votes. Each newly elected school board member will be sworn into office at the school board re-organizational meeting scheduled for July 6, 2021.

PROPOSITION #1 – 2021-22 BUDGET
Shall the proposed budget of $55,489,110 for 2021-22 be approved, including funding to enter into multi-year installment purchase contracts in accordance with the General Municipal Law for the acquisition of office and grounds equipment and motor vehicles and all other necessary costs incidental thereto?YES - 646NO - 316

PROPOSITION #2 – SCHOOL BUS PURCHASEShall the Board of Education be authorized to purchase up to six (6)-vehicles for student transportation including necessary furnishings, fixtures, equipment and all other necessary costs incidental thereto, and expend a sum not to exceed $621,500 which is the cost estimated to be the total maximum cost thereof, to be raised by tax on the taxable property of the District which shall be levied andcollected in annual installments in such years and in such amounts as may be determined by the Board of Education, and to finance all or part of the cost thereof by bonds or notes issued in accordance with the Education Law and the Local Finance Law or by installment purchase contracts in accordance with the General Municipal Law and a tax is hereby voted to pay the interest on said obligations when due?YES - 652NO - 313

Introduction of the candidates for the Board of Education and the Public Budget Hearing for the proposed budget will be held at 7 p.m. on Tuesday, May 4, 2021 in the high school cafeteria. The development of a school district’s budget is a thoughtful, year-long process that includes careful long-term planning. It is a multi-faceted process including budget preparation, presentation, review by the Board of Education and community members, formal budget adoption, further sharing with the community, and Board election. The 2021-22 budget will be unique as it will reflect expenses related to COVID-19 and other costs associated with funding materials, supplies, technology and staffing for hybrid and remote learning during the pandemic as well as potential reductions in Federal and NYS aid.

Public Budget Vote and Board Member Elections

The Honeoye Falls-Lima Central School District will host it's public budget vote and board member election on Tuesday, May 18, 2021.  

At this time, the event is scheduled as an in-person event at the high-school from 6:00 a.m. - 9:00 p.m. in the Board of Education Room, 83 East Street, Honeoye Falls. *All DOH and CDC guidelines will be adhered to. Masks will be required.

Absentee Ballots
*Unlike last year when absentee ballots were mandated by NYS to be sent to every household in the District, we have returned to the standard legal process of requiring a completed absentee ballot application prior to mailing out absentee ballots.

Applications must be returned to the District Clerk no later than Tuesday, May 11, 2021 to 20 Church Street, Honeoye Falls, NY 14472 for those unable to vote in person. This allows time for the mailing of the absentee ballot and accompanying official absentee ballot envelope to approved applicants. 

Official ballots, inside the official absentee ballot envelope must to be returned to the District Clerk by the date of the vote, Tuesday, May 18, 2021, by 5:00 PM.

*New this year: Please note that the definition of "Illness" on the absentee ballot application, applies to instances where a qualified voter is unable to appear personally at the polling place of the school district because there is a risk of contracting or spreading a disease-causing illness to the voter or to other members of the public.

Information about the four candidates running for the Board of Education on May 18, 2021, can be found below.  Three individuals will be elected to a three-year term beginning July 1, 2021 and ending on June 30, 2024. Candidates are listed here in the order in which they will appear on the ballot. Please know that the process to determine the order is by random drawing and in no way reflects who may be the best or least qualified candidate for the board. You may vote for up to three candidates for three open seats.

As such, our students will be challenged to think creatively, critically, and independently. To compliment this work, the strategic planning committee's strategic intents identify how, as a community, Honeoye Falls-Lima will continue to measure the success of the District. As such, the committee has established the following four major components:

Strategic Intents

Safety - We know that students and staff must feel safe and secure before high-level learning can occur. That is why the Honeoye Falls-Lima School District has placed safety as our first strategic intent.

Student Achievement - Students of Honeoye Falls-Lima Schools will engage in rigorous and relevant application of:

  • Cross-curricular learning

  • Skills development in communication and the use of technology in that communication

  • Collaboration

  • Inquiry/problem solving

  • Current technology tools

  • Multi-cultural experiences with language study and cultural exploration

  • STEaM

Cougar Pride - The School District will provide and foster an inviting school environment in which the Honeoye Falls-Lima community feels pride and ownership.

Student Engagement - Students in Honeoye Falls-Lima Schools will have experiences in and out of the classroom that are made meaningful and relevant through their connections and relationships with others in the school community. These experiences will nurture responsible and ethical decision-making, and quality of character.

Program Budget Advisory Council (PBAC)

HF-L continually seeks to optimize its budget to create great learning for students and to best serve the community. The PBAC includes community members along with teachers and staff who reside in the school district. The PBAC offers feedback and helps prioritize recommendations regarding the programs and services considered for the 2021-22 school year. 

Each school building and department has presented their instructional goals and budget priorities during a series of meetings. At the end of the presentations, the PBAC shared their reflections and the priorities they believe are the most important with the Board of Education for the development of the final budget.

Community members that have served on the PBAC in past years have found this to be a rewarding way to be engaged with HF-L and make a meaningful contribution to the school. Volunteers must be able to access the internet, attend approximately  six meetings (remotely) on Tuesday evenings, and be willing to provide written feedback following the presentations.
